Title

Authorize a construction services contract for the installation of water and wastewater main improvements at 12 locations (list attached to the Agenda Information Sheet) and water transmission main valve improvements at 27 locations - Ark Contracting Services, LLC, lowest responsible bidder of three - Not to exceed $11,420,977.00 - Financing: Water (Drinking Water) - TWDB 2019 Fund ($9,486,526.39) and Wastewater (Clean Water) - 2019 TWDB Fund ($1,934,450.61)

Body

BACKGROUND

This action will authorize a construction services contract with Ark Contracting Services, LLC for the replacement and rehabilitation of approximately 13,890 feet of water and wastewater mains and transmission main valve improvements at various locations. This includes the installation of approximately 30 feet of 4-inch, 595 feet of 6-inch, 4,600 feet of 8-inch, 2,955 feet of 12-inch, 180 feet of 16-inch and 2,370 feet of 24-inch water mains, the installation of approximately 1,910 feet of 8-inch and 1,000 feet of 12-inch wastewater mains, and the rehabilitation of 250 feet of 16-inch wastewater mains.

The existing mains targeted for replacement and rehabilitation were built between 1891 and 1969. These mains are contributing to an increase in maintenance costs, as well as service interruptions. The installation of the proposed segments will improve the capacity of the water and wastewater systems and reduce maintenance costs.

The construction contract also includes air release valve improvements on the 90-inch and 84-inch White Rock North Water Transmission Main. This critical pipeline moves up to 190 million gallons of water per day to customers in North Dallas, East Dallas and customer cities. Sudden disruptions in pump operation, such as would result from a power outage, can cause pressure surges which could rupture the pipeline. A pipeline rupture would cause property damage and disruption in service to water customers. The air release valve improvements will reduce the risk of pipe rupture from surge events and should be completed as soon as possible to protect this critical pipeline.
