Authorize a construction services contract for the installation of water and wastewater mains at 15 locations (list attached to the Agenda Information Sheet) - Sisters Asphalt, Inc., lowest responsible bidder of seven - Not to exceed $5,828,701.00 - Financing: Water (Drinking Water) - TWDB 2019 Fund ($4,003,931.50), Wastewater (Clean Water) - 2019 TWDB Fund ($1,160,850.00), Equity Revitalization Capital Fund ($464,743.65), and Wastewater Capital Improvement D Fund ($199,175.85)

BACKGROUND
This action will authorize a construction services contract with Sisters Asphalt, Inc. for approximately 20,420 feet of water and wastewater mains. This includes the installation of approximately 50 feet of 2-inch, 150 feet of 4-inch, 930 feet of 6-inch, 8,160 feet of 8-inch, 90 feet of 12-inch, and 1,030 feet of 16-inch water mains, and approximately 6,520 feet of 8-inch and 3,490 of 12-inch wastewater mains.
The existing water and wastewater mains were built between 1923 and 1970. These mains are contributing to an increase in maintenance costs as well as service interruptions. The installation of the proposed segments will improve the capacity of the water and wastewater systems and reduce maintenance costs.
The construction contract also includes wastewater improvements on the west side of University Hills Boulevard from Camp Wisdom Road south approximately 3,500 linear feet. These improvements will increase equity across the City’s wastewater system and provide service to the properties on the west side of University Hills. The improvements will also help facilitate future development within the UNT-Dallas area.
Sisters Asphalt, Inc. has had no contractual activities with the City within the past three years.
