Authorize an architectural services contract with Mead and Hunt, Inc. to provide an architectural programming for a replacement Aircraft Rescue and Firefighting Station at Dallas Love Field - Not to exceed $125,265.00 - Financing: Aviation Construction Fund

BACKGROUND
Dallas Fire-Rescue currently occupies existing Fire Station No. 21, which is located on the west side of the airport near the intersection of Weiss and Love Field Drives off Shorecrest Drive. The building and its systems are past their useful life and have aged nearly beyond repair. In additionally, the Department of Aviation is in the process of Crossfield taxiway reconfiguration to comply with current Federal Aviation Administration (FAA) standards. The exiting fire station will not meet the FAA response requirements for aircraft emergencies with the new reconfigured taxiways, consequently the proposed new fire station will also be constructed in a new location on the airport to meet the FAA response requirements. The Department of Aviation’s goal is to plan and design a replacement facility that combines efficiency and sustainability by co-locating both Dallas Fire-Rescue and the Department of Aviation’s Airside Operations Division which occupies part of an over-crowded airport maintenance building at 3387 Hawes Street.
In order to confirm all functions, relationships, adjacencies, and sizes of rooms required in the new building, it is necessary to engage an architectural and engineering (A/E) team to determine area needed to accommodate two major groups: Dallas Fire-Rescue and DAL Airside Operations. Also, included in the programming study will be analysis of replacement and relocation of existing FAA-required Emergency Alert System to the proposed new building. The resulting architectural program will be used to launch formal Request for Qualifications for A/E team to be engaged for design and construction of new Aircraft Rescue and Firefighting Facility.
