Authorize a construction services contract to provide construction services for the Dallas Love Field Entry Road Enhancements Project - The Fain Group, lowest responsible bidder of five - Not to exceed $13,060,705.28 - Financing: Aviation Construction Fund

BACKGROUND
The 2015 Dallas Love Field, Airport Master Plan Update adopted by City Council identified several strategic development programs for safe, efficient, economically vibrant and responsive operations of the airport. The Dallas Love Field Entry Road Enhancements Project is one of several projects undertaken in response to the recommendations in the Airport Master Plan Update.
The project will install wider sidewalks; signature street and pedestrian lights; enhanced landscape and streetscape elements; a major public art sculpture as a placemaking symbol of the airport; high visibility crosswalks; guide signs; new airport entry signage; related safety and quality of life improvements. This project will improve pedestrian safety and upgrade aesthetics of the streetscape experience for pedestrians and vehicular passengers on Herb Kelleher Way from Mockingbird Lane to and around the airport terminal.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On April 11, 2018, City Council authorized a professional services contract with Freese and Nichols, Inc. for design and engineering services for improvements to the Dallas Love Field Entry Road Enhancements Project by Resolution No. 18-0517.
On February 12, 2020, City Council authorized Supplemental Agreement No. 1 to the professional services contract with Freese and Nichols, Inc. for additional services including electrical re-design, entry signage design, public art installation coordination, increased project management, project and bid phasing services, additional construction management and traffic signal modifications at pedestrian crossings for the Dallas Love Field Entry Road Enhancements Project by Resolution No. 20-0259.
