BACKGROUND

This action will ratify an emergency construction services contract with Gibson & Associates, Inc., the lowest responsible bidder of four for emergency bridge repairs to the Belt Line Bridge over Goff Creek.

On November 3, 2020, Texas Department of Transportation emailed the Department of Public Works photos of several steel piles of the Belt Line Bridge over Goff Branch. The steel piles were shown with holes in the flanges and web with a reduction to their structural capacity. TxDOT noted the bridge needs immediate attention and recommended it be closed.

The Department of Public Works began an emergency procurement with Wiss, Janney, Elstner Associates, Inc. (WJE) on November 4, 2020, who were previously selected as the Bridge Management consultant. WJE performed an on-site inspection and began design of the bridge repair plans. WJE also provided a letter stating, due to the original construction of the bridge, that one lane in each direction could safely be open to traffic.

Construction services were also procured through emergency procurement procedures and are exempt from competitive bidding. Texas Local Government Code Section 252.022 (a)(2), exempts procurements to preserve the public health or safety of the municipality's residents; and (a)(3) exempts procurements necessary because of unforeseen damage to public machinery, equipment, or other property.
