BACKGROUND

 

On July 23, 2020, the City Manager received a memorandum signed by three Council members to consider an application to change the name of South Lamar Street between Interstate 30 and South-Central Expressway, to “Botham Jean Boulevard”.

 

On July 24, 2020, the Subdivision Section received a memorandum signed by Council members.

 

On August 17, 2020, notification signs were put up on South Lamar Street between Interstate 30 and South-Central Expressway in accordance with Section 51A-9.503(b) of the Dallas Development Code to change the street name to “Botham Jean Boulevard”.

 

On August 17, 2020, notices for Subdivision Review Committee were sent to 122 property owners notifying them of the proposed street name change. The newspaper notice was published on August 17, 2020.

 

On September 3, 2020, the Subdivision Review Committee held the above case under advisement to September 17, 2020.

 

On September 17, 2020, the Subdivision Review Committee by unanimous vote recommended approval of the Street Name Change.

 

Notices for the City Plan Commission Hearing were sent on October 6, 2020 to 122 property owners notifying them of the proposed street name change. The newspaper notice was published on October 5, 2020. The City Plan Commission by unanimous vote recommended approval of the Street Name Change on November 5, 2020.

 

WAIVERS: The following provisions require a ¾ favorable vote of the City Council to waive the requirement.

 

Section 51A-9.304(b)(1) “Except as provided in paragraph (2) a roadway must have only one name”.

 

(2)   Different names must be given to the same roadway under the following conditions:

 

A.                     If a minor roadway deviates from its predominant course at a 90-degree   angle for a distance of more than 300 feet, a different name must be used for the predominant course and for each portion of the roadway deviating from the predominant course.

 

B.                     If two segments of a minor roadway are separated by an intervening land     use that prohibits vehicular passage, and if future connections of the street segments through the use is unlikely, the segments of roadway on each side of the intervening use must have different names.

 

C.                     If a street is interrupted and offsets more than 150 feet at a cross street, different names must be given to the offset street segments

 

The change of South Lamar Street, between Interstate 30 and South Central Expressway to “Botham Jean Boulevard” does not comply with Section 51A- 9.304(b)(1). The request is to change the name of part of South Lamar Street between Interstate 30 and South Central Expressway. The remainder part of South Lamar Street between Interstate 30 and Main Street will not be changed. The approval of this request will require waiver for Section 51A-9.304(b)(1).

 

Section 51A-9.304(c)(1) states “A historic street name may not be changed.”

 

South Lamar Street was named after Mirabeau B. Lamar (August 16, 1798 - December 25, 1859), 2nd President of Republic of Texas. South Lamar Street is a historic name. The approval of this request will require waiver for Section 51A-9.304 (c) (1).

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On September 17, 2020, the Subdivision Review Committee by unanimous vote recommended approval of the Street Name Change of South Lamar Street, between Interstate 30 and South Central Expressway, to “Botham Jean Boulevard”.

 

On November 5, 2020, the City Plan Commission by unanimous vote recommended approval of the Street Name Change of South Lamar Street, between Interstate 30 and South Central Expressway, to “Botham Jean Boulevard”.

 

FISCAL INFORMATION

 

Potential future cost to the City is estimated at $20,000.00; new street blades to be prepared and paid for by the City.
