BACKGROUND

The Texas Parks and Wildlife Department (TPWD) administers the Recreational Trails Grant Program. Funding for this program comes from a portion of the state sales tax on sporting goods through the Texas Recreation and Parks Account, the Texas Large County and Municipality Recreation and Parks Account, and from the federal Land and Water Conservation Fund.

The scoring criteria for this grant program includes: development or the extension of parks; a locally adopted and department-approved park master plan, reduction of the threat to the public availability of a conservation or recreation opportunity; location in an underserved area; involvement of public or private cooperation and meets the goals of TPWD Land and Water Resources Conservation and Recreation Plan. This application requires a 20% match.

Holcomb Park is an 11.2-acre neighborhood park, that was established in 1977 in the Pleasant Grove community. The Holcomb Park Loop Trail is identi?ed by the Dallas Park and Recreation Department as the candidate for this funding application due to its inclusion in the 2017 Bond Program for park improvements and the need to serve the nearby community.

Based on the current plan, the scope of park improvements includes an expanded parking lot, three trail access points, and the construction of a new 0.54-mile loop trail that will circle two soccer fields along the perimeter of the park. The focus of this application to TPWD wi...
