BACKGROUND

On, April 22, 2020, City Council approved the Short-Term Rental Assistance Program (Program) funded with various sources including CDBG/HOME to provide short-term rental assistance to assist persons/households who are at-risk of homelessness regain stability in permanent housing. The City Manager was granted authority to enter into subrecipient agreements to administer portions of the Program.

In May 2020 the Department of Housing and Neighborhood Revitalization (Housing) posted an application for proposals for nonprofits to provide short-term rental assistance to residents in the city limits of Dallas. In June 2020, Housing executed three subrecipient grant agreements to provide services through May 2021.

In October 2020, Housing identified $1,380,000.00 amount of Community Development Block Grant (CDBG) funds available to provide non-profits that can service community needs in a timelier manner than administering the funds internally. To provide nonprofits additional funds, the allowance of change orders is required.

This item will authorize change orders/amendments to subrecipient grant agreements, which will allow for increases over 25 percent and/or over $50,000.00, without further City Council approval.
