BACKGROUND

 

On, April 22, 2020, City Council approved the Short-Term Rental Assistance Program (Program) funded with various sources including CDBG/HOME to provide short-term rental assistance to assist persons/households who are at-risk of homelessness regain stability in permanent housing. The City Manager was granted authority to enter into subrecipient agreements to administer portions of the Program.

 

In May 2020 the Department of Housing and Neighborhood Revitalization (Housing) posted an application for proposals for nonprofits to provide short-term rental assistance to residents in the city limits of Dallas. In June 2020, Housing executed three subrecipient grant agreements to provide services through May 2021.

 

In October 2020, Housing identified $1,380,000.00 amount of Community Development Block Grant (CDBG) funds available to provide non-profits that can service community needs in a timelier manner than administering the funds internally. To provide nonprofits additional funds, the allowance of change orders is required.

 

This item will authorize change orders/amendments to subrecipient grant agreements, which will allow for increases over 25 percent and/or over $50,000.00, without further City Council approval. 

 

 

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On April 15, 2020, City Council authorized preliminary adoption of FY 2020-21 HUD Consolidated Plan Budget for U.S. Department of Housing and Urban Development Grant Funds and Substantial Amendment No. 3 to the FY 2019-20 Action Plan to reprogram unspent prior year CDBG and HOME funds from Dallas Homebuyer Assistance Program to Mortgage and Rental Assistance Program, including the Short-Term Mortgage/Rental Assistance Program (Program) and COVID-19 Tenant Based Rental Assistance Program (TBRA) by Resolution No. 20-0599.

 

On April 22, 2020, City Council authorized the City Manager to (1) spend funds in compliance with the CARES Act and in accordance with guidance from the U.S. Department of Treasury for the Coronavirus Relief Fund; (2) take all necessary actions to apply for and receive funds for which the City is eligible from state and federal sources; (3) transfer appropriations, expenses, or cash between funds established for COVID-19 response; and (4) execute any grant agreements necessary to receive COVID-19 funding from federal and state sources by Resolution No. 20-0609.
