BACKGROUND
The City of Dallas Park and Recreation Department (City) has a long history of providing Red Cross courses such as, Lifeguard Training, Water Safety Instructor Training, Cardiopulmonary Resuscitation, First Aid, and the Learn-to-Swim Program. The Red Cross Licensed Training Provider Agreement outlines the responsibilities, terms, and conditions regarding the use of Red Cross licensed training materials in the provision of those courses.
The ability to conduct these courses is necessary for the safe operation of aquatic facilities. State and local health codes require aquatic facility operators to provide certified lifeguards and first responders for the safety of the public. The ability to provide certified water safety instructors is essential to providing swimming lessons and life-saving skills to both youth and adults at City aquatic facilities.
