BACKGROUND

 

On August 8, 2018, City Council authorized a thirty-six-month service contract with NPL Construction Company (NPL) for pavement repair services at various locations throughout the City. This action will authorize an increase to the construction services contract with NPL to address additional paving services resulting from water and wastewater pipeline maintenance. The existing contract is set to expire in September 2021, and this action will ensure continuity of paving services throughout the City resulting from water and wastewater pipeline repair activities until a new contract can be awarded.

 

Additional funds are necessary due to an increase in paving quantities and to comply with revised pavement repair ordinances issued by the City of Dallas after execution of the original contract. NPL has agreed to increase the capacity of the contract at the same unit prices in the existing contract. Given the current challenges associated with COVID-19 and limited bidder participation in past paving contracts, Dallas Water Utilities anticipates paving costs to rise in future contracts.  As such, an increase to the existing contract has been determined to be a better cost value compared to bidding a new contract before the expiration of the current contract.
