BACKGROUND

 

The City of Dallas desires to enter into a Project Specific Funding Agreement with Dallas County, in order to contract for the design and construction of the Riverfront Boulevard from Cadiz Street to Continental Avenue per the Major Capital Improvement Program (MCIP). The MCIP projects include the construction of street improvements on Riverfront Boulevard, MCIP 30221 Project segment A and B between Parkhouse Street to Cadiz Street.

 

The 2003 Trinity River Corridor Balanced Vision Plan identified Riverfront Boulevard as a crucial roadway in the corridor to provide access to downtown, the Trinity lakes bridges and Trinity Parkway to enhance economic development opportunities on the adjacent properties. Riverfront Boulevard is in the 2011 City of Dallas Bike Plan and the North Central Texas Council of Governments 2040 Mobility Plan.

 

 

 

In 2005, City Council authorized a Project Specific Funding Agreement with Dallas County for the Riverfront Boulevard project. The improvements consisted of replacing the existing pavement with 11-inch reinforced concrete pavement, storm drainage upgrades, bicycle tracks, sidewalks, barrier free ramps, drive approaches, landscaping, lighting, traffic signals, water and wastewater upgrades.

 

The Riverfront Boulevard portion of this project is part of a larger joint City of Dallas and Dallas County project that extends from Parkhouse Street to Cadiz Street. The City was the lead agency for Riverfront Boulevard from Parkhouse Street to the Union Pacific Railroad (segment A), and Dallas County is the lead agency for Riverfront Boulevard from the Union Pacific Railroad to Cadiz Street (segment B). Segment B is estimated to begin construction in March 2021.

 

Dallas County has prepared the Segment B engineered plans, specifications and estimates to be used for procurement and award of the construction contracts for the identified projects. The City has reviewed all engineering documentation, including the plans, specifications and engineer’s estimate. The County will oversee and inspect all work performed by the construction contractor and will provide such engineering inspection and testing services as required to ensure that the construction is accomplished in accordance with the approved plans, specifications and estimates.

 

The City of Dallas total obligation to this project is to fund and manage in the not to exceed amount of $10,388,090.90. The City of Dallas managed and spent in Segment A an amount of $1,686.169.10. The City of Dallas Segment B obligation is to fund the not to exceed amount of $8,701,920.90. The City paid in Segment A County reimbursement amount of $1,110,462.82. The remaining amount to be paid by the City is   $7,591,458.08.

 

Most of the project cost is shared 50/50 with Dallas County. However, there are 100% City paid cost for any such landscaping, 13’ foot horseshoe storm sewer repair ,street lights and environmental corrections. This action will require additional funding from the City for street lights, landscaping, and if environmental corrections are required. Funds will be disbursed over the four-year project time frame.

 

The County will pay a total amount of $10,355,761.92 (Fixed Share). The Segment A was the amount not to exceed of $1,110,462.82. This amount was paid by the City and will be reimbursed by the County in Segment B. The Segment B amount not to exceed is $9,245,299.10.

 

The remaining project cost are shared 10% City, 10% County and 80% with Texas Department of Transportation through Reginal Toll Revenues funding in the amount of $37,042,780.00. The funding was distributed to City and County respectively: Segment A $6,840,000.00 and Segment B $30,202,780.00.

 

Execution of a Project Specific Funding Agreement between the City of Dallas and the County of Dallas for Riverfront Boulevard, MCIP 30221 Project segment A and B between Parkhouse Street to Cadiz Street. The Segment A cost was $9,636.631.92. The Segment B estimated cost is $48,150,000.00. The total project cost is estimated to be $57,786,631.92.

 

This action will authorize a Project Specific Funding Agreement with Dallas County for the implementation of the design, bike route and construction of street improvements on Riverfront Boulevard, MCIP 30221 Project segment A and B between Parkhouse Street to Cadiz Street. This project will facilitate the movement of multimodal transportation improvements to benefit the both the County and the City of Dallas.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On January 16, 2001, City Council authorized a Master Agreement with Dallas County governing future transportation major capital improvement projects between the City of Dallas and Dallas County by Resolution No. 01-0104.

 

On April 17, 2001, City Council authorized submission of the list of candidate projects to Dallas County in Dallas County's Major Capital Improvement Fund Thoroughfare Program's 2001 Call for Projects; and authorize acceptance and implementation of the projects selected by Dallas County for this program by Resolution No. 01-1219.

 

On January 12, 2005, City Council authorized a Project Specific Agreement with Dallas County for participation in design, right-of-way acquisition, and construction of paving, drainage, water and wastewater main improvements on Industrial Boulevard from south of IH 30 to north of Commerce Street by Resolution No. 05-0129.

 

On January 23, 2008, City Council authorized a professional services contract for the engineering design of Continental Avenue from Riverfront Boulevard to Interstate Highway 35 for planning, topographic survey and the design of street paving, storm drainage and wastewater improvements by Resolution No. 08-0324.

 

On September 26, 2012, City Council authorized an Advance Funding Agreement with Texas Department of Transportation for the design, right-o-way acquisition, and construction of street improvements on Riverfront Boulevard from Cadiz to Continental Avenue by Resolution No. 12-2372.

 

On March 26, 2014, City Council authorized a contract award with Texas Standard Constructions, LTD for the construction of street paving, storm drainage, water and wastewater main improvements for Street Reconstruction Group by Resolution No. 14-0513.
