BACKGROUND
In October 2019, cracks were observed in the brick walls and the foundation slab of the apparatus bay at Fire Station No. 30. The cracks widened and caused wall shifting, settlement and falling brick veneers. Terracon Consultants, Inc. was engaged on an emergency basis for a structural assessment. The conditions presented a safety risk to the occupants and the Building Services Department recommended the station be vacated in November 2019. On November 12, 2019, an emergency administrative action was ratified for Terracon Consultants, Inc. to provide a geotechnical engineering distress and structural integrity review of Fire Station No. 30 to determine the condition and the options available for corrective action.
In order for the engineering team to start their assessment, subsurface exploration, and testing, a safe environment had to be constructed. Terracon Consultants, Inc. developed a shoring plan to reinforce the wall, roof trusses, and the beams in the apparatus bay.
On September 18, 2020, Supplemental Agreement No. 1 was authorized for Terracon Consultants, Inc. to perform pile integrity testing and the final structural integrity review. Pile integrity testing was needed on the foundation under the north wall of the apparatus bay to determine if the wall could be repaired or would have to be reconstructed. The soils in this area are relatively active and the piles installed with the station’s construction were found to not be as deep as indicated on the design plans. The final recommendation for repairs is to provide additional piling under the grade beam of the north wall, repair the north wall, and repair the slab in the apparatus bay.
This Supplemental Agreement is for developing engineering design plans and specifications for repairs and to provide construction administration services during the construction phase for structural repairs at Fire Station No. 30.
Construction of the repairs are anticipated to begin by Spring 2021 and be completed Summer 2021.
