BACKGROUND
This action will authorize Supplemental Agreement No. 2 to the professional services contract with Carollo Engineers, Inc. for the survey and engineering of an estimated 28,000 feet of wastewater interceptor capacity improvements. The scope of work includes approximately 28,000 feet of surveying, 14,000 feet of 78-inch diameter wastewater interceptor final design, and approximately 14,000 feet of 78-inch diameter wastewater initial design for the purpose of preparing the first two of four planned construction phases for advertisement and bidding.
The White Rock Creek wastewater drainage basin was identified as a top priority capacity improvement need by the Wastewater Collection Comprehensive Assessment Update that was finalized and issued in April 2020. Preliminary engineering and alignment alternative evaluations were completed under the original contract and first supplemental agreement and made the recommendations being pursued under this supplemental agreement. The existing interceptors were built in 1948 and 1968 and have inadequate capacity for peak demands resulting in wastewater overflows and high maintenance costs. The proposed improvements will address the identified capacity deficiencies, reduce overflows and maintenance costs, and allow the White Rock basin to support additional capacity for future development.
The estimated construction cost for the first two phases associated with this supplemental agreement is $50,000,000.00. A future supplemental agreement will be needed to complete engineering services for the final two phases of the project. The estimated value of construction to complete the final two phases of the project is $48,000,000.00.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On December 10, 2014, City Council authorized a professional services contract with Carollo Engineers, Inc. to provide engineering design services for the replacement and rehabilitation of water and wastewater mains at seven locations and provide alignment study at one location by Resolution No. 14-2127.
On June 15, 2016, City Council authorized Supplemental Agreement No. 1 to the engineering services contract with Carollo Engineers, Inc. to provide additional design services for the renewal of wastewater interceptor mains in Ash Creek and White Rock Creek by Resolution No. 16-1002.
