BACKGROUND
The City of Dallas was awarded a grant from the 2018 Highway Safety Improvement Program administered by the Texas Department of Transportation (TxDOT), to reconstruct and install several traffic signals at high-accident intersections in the City of Dallas.
On March 25, 2020, City Council authorized payment for the design and engineering costs of the traffic signals that included a local match, in the amount of $73,700.23, identified as an additional local match in this action. Total local match required is $258,851.23.
TxDOT On-System Intersections:
• Harry Hines Boulevard (State Loop [SL] 354) at Willowbrook Road (CSJ 0196-06-033), (Upgrade), (CD 6)
• Northwest Highway (SL 12) at Lombardy Lane/Technology Boulevard (CSJ 0353-04-011), (Upgrade), (CD 6)
• Buckner Road (SL 12) at Northwest Highway (State Spur 12) (CSJ 0353-05-123), (Upgrade), (CD 9, 10)
• Scyene Road (SH 352) at Jim Miller Road (CSJ 0430-01-063), (Upgrade), (CD 5)
• Ledbetter Drive (SL 12) at Marsalis Avenue (CSJ 0581-01-155), (Upgrade), (CD 3, 4)
The traffic signals will be constructed over three years. The design commenced in Fiscal Year 2018 and the five traffic signals were let by TxDOT on December 3, 2020.
Due to under estimate of concrete quantities on the Harry Hines Boulevard at Willowbrook Road intersection, the lowest bid came in above projected estimates by $73,700.23.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 14, 2017, City Council authorized a professional services contract with Kimley-Horn and Associates, Inc. to provide traffic signal design services for 75 traffic signals at various intersections and other related tasks by Resolution No. 17-0931.
On March 25, 2020, City Council authorized a Local Project Advanced Funding Agreement with the Texas Department of Transportation for the construction of these signals by Resolution No. 20-0467.
On January 27, 2021, City Council authorized an interlocal Agreement with the Texas Department of Transportation for the construction of these signals by Resolution No. 21-0232.
