Authorize a three-year master agreement for the purchase of radar vehicle detection equipment for the Department of Transportation with Twincrest, Inc. dba Twincrest Technologies through the Houston-Galveston Area Council of Governments cooperative agreement - Estimated amount of $3,019,660 - Financing: General Fund ($239,660), LBJ East Corridor Project Fund ($800,000), Street and Transportation (A) Fund (2017 General Obligation Bond Funds) ($800,000), TxDOT Traffic Signal Improvement-HSIP February 2020 Fund ($120,000), TxDOT Traffic Signal Improvement-HSIP June 2020 Fund ($120,000), TxDOT Traffic Signal Improvement-SM Wright Freeway ($340,000), and Radar Enhancement Project - Future North Central Texas Council of Governments Grant (TBD) ($600,000)

BACKGROUND
This action does not encumber funds; the purpose of a master agreement is to establish firm pricing for goods, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This master agreement will allow for the purchase of radar vehicle detection equipment for the Department of Transportation. Radar vehicle detection equipment purchased through this agreement is utilized for detecting vehicles at both intersections and mid-block locations. This equipment will be used to detect traffic with the reliability of radar and with all the advantages of non-intrusive detection.
