Authorize (1) an Advance Funding Agreement (AFA) with the Texas Department of Transportation (TxDOT) for a Transportation Alternatives Set-Aside (TASA) Program Project (Agreement No. CSJ 0918-47-204, CFDA No. 20.205) for construction of the University Crossing Trail in the amount of approximately $1,024,444.00, of which the Federal portion is $687,280.00, State participation is $41,769.00, and the City of Dallas’ local match is $295,395.00; (2) a portion of the required local match in the amount of $27,335.00 to be paid by warrant check to the State at the beginning of the project; (3) the establishment of appropriations in the amount of $687,280.00 in the University Crossing PID Trail Fund (in addition to direct State participation in the amount of $41,769.00); (4) the receipt and deposit of TASA Program Funds in the amount of $687,280.00 in the University Crossing PID Trail Fund; (5) allocation of $295,395.00 in the University Crossing PID Trail Fund as the City of Dallas’ local match; and (6) execution of the agreement including all terms, conditions, and documents required by the agreement - Total amount $1,024,444.00 - Financing: Transportation Alternatives Set-Aside Program Funds ($687,280.00), University Crossing PID Trail Fund ($295,395.00), and State participation ($41,769.00)

BACKGROUND
In July 2017, the City of Dallas was awarded Transportation Alternatives Set-Aside (TASA) Program funding from the North Central Texas Council of Governments in the amount of $687,280.00, the maximum funding allowable, for trail lighting of the University Crossing Trail from Glencoe Park in the west to Skillman Street in the east. The trail is located within DART railway land and Oncor land.
The TASA Program utilizes federal funding, administered by TxDOT. Acceptance of all federal-aid project funds are subject to Disadvantaged Business Enterprises (DBE) Program requirements and the City must operate under TxDOT’s DBE program, rather than the City’s Business Inclusion and Development Plan. This Advance Funding Agreement sets forth the parameters for both agencies and specifies the responsibilities of each.
This action will use the local matching funds of the City of Dallas in the amount of $295,395.00 to leverage $687,280.00 in Federal and State funds, and State participation in the amount of $41,769.00, for construction of the University Crossing Trail Project for a total project cost of $1,024,444.00. Of the City’s $295,395.00 obligation, the City is required to provide payment to TxDOT of $27,335.00 (An initial payment of $19,525.00 is due to TxDOT after the Advanced Funding Agreement with TxDOT is executed.) for plan review and other services in accordance with the TA Set-aside Program requirements.
The scope of work for the project includes:
• Installation of pedestrian lighting along the University Crossing Trail from Glencoe Park in the west to Skillman Street in the East and connecting with pre-existing lighting South of SMU Boulevard.
University Crossing Public Improvement District (UCPID) has funded design of the project which design is near completion. UCPID is also funding the City’s cost of the Project under separate agreement, by separate Council action. The execution of the AFA is contingent upon, and subject to approval by Council of the agreement with UCPID, scheduled on the same date.

On February 23, 2017, the Park and Recreation Board authorized six transportation alternative project applications.
Information about this item was provided to the Quality of Life & Environment Committee on April 10, 2017.
On April 12, 2017, City Council authorized application of seven candidate projects to the North Central Texas Council of Governments through the Transportation Alternatives Set-Aside Program for cost reimbursement in (a) the Active Transportation Project category for the proposed: Katy Trail Bridges Project, Lake Highlands Trail Northern Extension, Lake Highlands Trail Phase 2A, 2B Project, Ridgewood Trail Lighting Project, University Crossing Trail Project, University Crossing Trail Project, and Union Bikeway Connector Project and (b) the Safe Routes to School Project category: Lake Highlands Trail Northern Extension Project; and a required local match by Resolution No. 17-0598.
On January 14, 2021, the Park and Recreation Board authorized an Advance Funding Agreement with the Texas Department of Transportation for a Transportation Alternatives Set-Aside Program Project (Agreement No. CSJ 0918-47-204, CFDA No. 20.205) for the construction of the University Crossing Trail Project.
