Authorize (1) the first Supplemental Agreement to the Interlocal Agreement (ILA) with Dallas County to expand the COVID-19 services for 50/50 cost share between the City of Dallas and Dallas County to include vaccination services; (2) the receipt and deposit of funds in an amount not to exceed $12,500,000 from ILA with Dallas County in the COVID Vaccination Admin Fund; (3) an increase of funds in the amount of $25,000,000 to the amended ILA for COVID-19 services being shared 50/50 with Dallas County for a total of $35,000,000; (4) the establishment of appropriations in an amount not to exceed $25,000,000 in the COVID Vaccination Admin Fund; (5) take all necessary actions to seek reimbursements from state and federal sources; (6) a transfer in an amount not to exceed $5,500,000 from General Fund Contingency to the COVID Vaccination Admin Fund; and (7) a transfer in an amount not to exceed $7,000,000 from the Revenue Stabilization Fund to the COVID Vaccination Admin Fund - Total not to exceed $25,000,000 - Financing: COVID Vaccination Admin Fund (see Fiscal Information)

BACKGROUND
The City of Dallas will enter into an Interlocal Agreement with Dallas County to provide funding for testing and vaccination services related to the COVID-19 pandemic. This agreement will implement a 50/50 cost share between the City of Dallas and Dallas County. The City and Dallas County will procure contractors and receive and process invoices for payment. Depending on which entity procures the contractor and receives and processes the invoices, the other entity will then be invoiced by the initiating party its 50 percent share of expenses incurred.
With the creation and approval of the COVID-19 vaccine, the Office of Emergency Management is seeking to expand the current 50/50 cost share ILA with Dallas County to now include vaccination services. With the ongoing nature of COVID-19 services, an increase of $25,000,000.00 in funds is requested to be allotted within the ILA, to be shared 50/50 with Dallas County.
ESTIMATED SCHEDULE OF PROJECT
On May 27, 2020, City Council authorized an Interlocal Agreement with Dallas County to provide funding for COVID-19 testing providers for 50/50 cost share between the City of Dallas and Dallas County by Resolution No. 20-0852.
