BACKGROUND
This cooperative purchasing agreement will allow for the purchase and installation of a modular building for the Water Utilities Department. The 84 feet x 60 feet building will come with security screens/bars on the doors and windows will be utilized by the Stormwater Operations Division of the Dallas Water Utilities Department.
The Stormwater Operations Division of the Dallas Water Utilities Department operates and maintains the City’s drainage system that includes public creeks, rivers, and associated infrastructure. A significant portion of stormwater operations and maintenance activities are performed from the facilities currently located at 2255 Irving Boulevard.
The placement of a modular building will provide a temporary location for Stormwater Operations Division staff to maintain and monitor citywide drainage systems and house critical infrastructure associated with the supervisory control and data acquisition and ALERT systems, while a new facility is being constructed. This facility operates 24 hours a day, will be located on existing Stormwater Operations Division property adjacent to the Baker Pump Station and Dallas Levee System. It will house approximately 40 staff members.
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
The Local Government Purchasing Cooperative (BuyBoard) agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The current calculated living wage during the solicitation process of this contract is $12.38; the selected vendor meets this requirement.
