Authorize the (1) application for and acceptance of a series of grants from the U.S. Department of Transportation, the Texas Department of Transportation (TxDOT) - Aviation Division for the state share of the eligible airport programs and projects at Dallas Executive Airport (Grant No. TBD, CFDA No. 20.106) in a total amount not to exceed $700,000.00; (2) establishment of appropriations in the amount of $700,000.00 in the TXDOT Aviation Grant - FY 21 Entitlement and Discretionary Grant Fund; (3) receipt and deposit of grant funds in the amount of $700,000.00 in the TxDOT Aviation Grant - FY 21 Entitlement and Discretionary Grant Fund; and (4) execution of the grant agreement and all terms, conditions, and documents required by the grant agreement - Not to exceed $700,000.00 - Financing: TXDOT Aviation Grant - FY 21 Entitlement and Discretionary Grant Fund

BACKGROUND
Dallas Executive Airport is classified as a primary reliever airport and the Vertiport at the Dallas Convention Center is classified as a general aviation facility under the National Plan of Integrated Airport System. TxDOT Aviation allocates an annual $150,000.00 entitlement grant to each reliever airport. Additionally, the Federal Aviation Administration (FAA) has authorized TxDOT - Aviation to distribute all federal grant funds through the State Block Grant System for both reliever and general aviation facilities within the state of Texas.
Approval of this action to accept the entitlement and discretionary grants, enables the Department of Aviation to react quickly and make program and project recovery decisions.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 12, 2014, City Council authorized (1) an Interlocal Agreement with the Texas Department of Transportation, Aviation Division to perform a phased runway extension and reconstruction project at Dallas Executive Airport as part of the capital improvement plan under TXDOT’s State Block Grant program in the amount of $35,349,000.00; TXDOT under the State Block Grant Program will provide 90 percent of the project costs up to $31,814,100.00; (2) the City to match 10 percent of the project costs and (3) to execute a grant agreement for the period January 2014 through December 2017, in an amount not to exceed $3,534,900.00, by Resolution No. 14-0284.
