BACKGROUND

 

As part of the FAA AIP, all large and medium hub airports (Dallas Love Field is considered a medium hub) are apportioned grant monies based on a variety of formulas including but not limited passenger enplanements, National Plan of Integrated Airport System categories, airport revenues and the Airport Improvement Plan.

 

The FAA anticipates additional discretionary/recovery grant funds to likely be made available later this year.  These additional grant funds may become available through the Fall of 2021.

 

Approval of this action to accept the AIP and Coronavirus Aid Relief and Economic Security grants, enables the Department of Aviation to react quickly and make program and project recovery decisions.

 

 

 

 

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On August 23, 2017, City Council authorized the acceptance of a grant from the U.S. Department of Transportation, Federal Aviation Administration (Grant No. 3-48-0062-053-2017/CFDA No. 20.106) for the federal share of the eligible capital improvement projects for the Airport Improvement Program at Dallas Love Field for the Extension of Taxiway M Design Project and construction for the Runway 18-36 Conversion Project by Resolution No. 17-1364.

 

On May 23, 2018, City Council authorized the application for and acceptance of two grants from the U.S. Department of Transportation, Federal Aviation Administration for the federal share of the eligible capital improvement projects for the Airport Improvement Program at Dallas Love Field for three projects: Airfield Pavement Evaluation 2018 Project (Grant No. 3-48-0062-054-2018, CFDA No. 20.106) and Rehabilitation of Taxiway B Phase II (Runway 13L to Runway 18-36) Construction Project and Reconstruction of Runway 13R to 31L Design Project (Grant No. 3-48-0062-055-2018, CFDA No. 20.106) by Resolution No. 18-0734.

 

On November 28, 2018, City Council authorized an amendment to Resolution No. 18-0734, previously approved on May 23, 2018, for the acceptance of three grants from the U.S. Department of Transportation, Federal Aviation Administration for the federal share of the eligible capital improvement projects for the Airport Improvement Program at Dallas Love Field for three projects: (1) Airfield Pavement Evaluation 2018 Project (Grant No. 3-48-0062-056-2018, CFDA No. 20.106); (2) Rehabilitation of Taxiway B Phase II (Runway 13L to Runway 18-36) Construction Project (Grant No. 3-48-0062-054-2018, CFDA No. 20.106); and (3) Reconstruction of Runway 13R to 31L Design Project (Grant No. 3-48-0062-055-2018, CFDA No. 20.106) by Resolution No. 18-1657.

 

On June 26, 2019, City Council authorized the application for and acceptance of a grant from the U.S. Department of Transportation, Federal Aviation Administration (FAA) for the federal share of the eligible capital improvement projects for the Airport Improvement Program (AIP) at Dallas Love Field (Grant No. 3-48-0062-057-2019, CFDA No. 20.106) in a total amount of $17,000,000.00 for these projects and other eligible projects: Rehabilitation of Taxiway C - Design, Rehabilitation of Taxiway B Phase III - Construction, and Rehabilitation of Taxiway B Phase IV - Construction; and the execution of the grant agreement and all terms, conditions, and documents required by the grant agreement by Resolution No. 19-0975.

 

On March 25, 2020, City Council authorized the application for and acceptance of a series of grants from the U.S. Department of Transportation, Federal Aviation Administration (FAA) for the federal share of the eligible capital improvement projects for the Airport Improvement Program (AIP) at Dallas Love Field (Grant No. 3-48-0062-058-2020, CFDA No. 20.106) in a total amount of $75,000,000.00 for the Reconstruct of Runway 13R-31L - Construction; and execution of the grant agreement and all terms, conditions, and documents required by the grant agreement by Resolution No. 20-0456.

 

 

 

 

 

 

On May 27, 2020, City Council authorized the application for and acceptance of a series of grants from the U.S. Department of Transportation, Federal Aviation Administration (FAA) (Grant No. 3-48-0062-059-2020, 20CRDALLS and 20CRDCBDV, CFDA No. 20.106) in the amount of $109,800,000.00 and the Texas Department of Transportation - Aviation Division in the amount of $200,000.00 in a total amount of $110,000,000.00 for the federal share of the eligible airport programs and projects for the Coronavirus Aid Relief and Economic Security (CARES) Act within the Dallas Airport System; and  execution of the CARES Act grant agreement and all terms, conditions, and documents required by the CARES Act by Resolution No. 20-0851.
