BACKGROUND
This cooperative purchasing agreement will provide for the purchase and installation of furniture and fixtures for the J. Erik Jonsson Central Library 6th Floor Renovation project. The on-going renovation of all levels of the J. Erik Jonsson Central Library has been and continues to be funded through a public-private partnership between the City of Dallas and Friends of the Dallas Public Library, Inc.This agreement will provide new furniture, shelving, and equipment for the public and staff areas at the 6th floor of the Central Library.
The Texas Association of School Boards cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The current calculated living wage during the solicitation process of this contract is $12.38; the selected vendor meets this requirement.
Deferral of this item would delay the delivery and installation of furniture, fixtures, and equipment for the J. Erik Jonsson Central Library 6th Floor. The postponement of awarding this contract will increase project cost due inflationary factors. As a result, the project will require re-scoping and/or additional value engineering to award within budget.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On December 12, 2018, City Council authorized a professional service contract with PGAL, Inc. for architectural, engineering design, and construction administration services for the improvements at J. Erik Jonsson Central Library located at 1515 Young Street by Resolution No. 18-1764.
On January 23, 2019, City Council authorized an acceptance of a donation from the Friends of the Dallas Public Library, Inc in matching funds for the 6th Floor Renovation of the J. Erik Jonsson Central Library by Resolution No. 19-0171.
On June 24, 2020, City Council authorized a construction contract with GMA Construction Group of Texas to provide construction services for the 6th Floor Renovation of the J. Erik Jonsson Central Library by Resolution No. 20-1015.
