BACKGROUND
This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This service price agreement will provide for maintenance and repair of ultra-violet sanitation systems for swimming pools, aquatic centers, and spraygrounds. The Park & Recreation Department operates 9 community pools, 17 spraygrounds, along with 8 aquatic centers, and Bahama Beach Waterpark. Ultra-violet (UV) sanitation systems are used to eliminate and treat waterborne pathogens in pools and spraygrounds by reproducing UV radiation inside light chambers via lamps, which emit germicidal UV-C light. This is used to disinfect pool and spa water with reduced chemical consumption. The use of UV systems provides health advantages and environmentally friendly benefits in line with State and local health regulations covering public pools and spas. This agreement will also ensure the Park & Recreation Department is compliant with the Texas Department of Health standards for swimming pools and spas.
The Local Government Purchasing Cooperative (BuyBoard) agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.

On January 28, 2021, the Park and Recreation Board authorized a three-year service price agreement for the maintenance and repair of ultra-violet sanitation systems for swimming pools, aquatic centers, and spraygrounds for the Park & Recreation Department with Sunbelt Pools, Inc. through The Local Government Purchasing Cooperative (BuyBoard) agreement.
