BACKGROUND

 

This action will authorize an increase in the emergency construction services contract with Gibson & Associates, Inc., for emergency bridge repairs to the Belt Line Bridge over Goff Creek, in an amount not to exceed $93,000.00, increasing the contract amount from $206,000.00 to $299,000.00.

 

On January 13, 2021 City Council authorized a resolution to ratify an emergency construction services contract for emergency bridge repairs to the Belt Line Bridge over Goff Creek with Gibson & Associates, Inc., by Resolution No. 21-0122.

 

During construction, unforeseen field conditions were encountered that affected the deck and under deck of the Belt Line Bridge. The engineer of record worked with Gibson & Associates, Inc. on a temporary repair that will hold during the lane closures. This change order will address the permanent repairs needed to open all lanes of the bridge.

 

On November 3, 2020, Texas Department of Transportation (TxDOT) emailed the Department of Public Works photos of several steel piles of the Belt Line Bridge over Goff Branch. The steel piles were shown with holes in the flanges and web with a reduction to their structural capacity. TxDOT noted the bridge needs immediate attention and recommended it be closed.

 

The Department of Public Works began an emergency procurement with Wiss, Janney, Elstner Associates, Inc. (WJE) on November 4, 2020, who were previously selected as the Bridge Management consultant. WJE performed an on-site inspection and began design of the bridge repair plans. WJE also provided a letter stating, due to the original construction of the bridge, that one lane in each direction could safely be open to traffic.

Construction services were also procured through emergency procurement procedures and are exempt from competitive bidding. Texas Local Government Code Section 252.022 (a)(2) exempts procurements to preserve the public health or safety of the municipality's residents; and (a)(3) exempts procurements necessary because of unforeseen damage to public machinery, equipment, or other property.

 

 

 

Construction plans were developed by WJE and delivered to the City on November 19, 2020. The construction plans, insurance, and bonding requirements were emailed to the following four contractors with previous bridge experience:

 

-                     Gibson & Associates, Inc. 

-                     IBCTX, LLC

-                     Alamo Bridge and Road, LLC*

-                     Southland Holding LLC

* MWBE firm

 

The plans called for a base bid, to repair the steel piles, an Additive Alternate No. 1, to supply and install 6-inch-thick layer of crushed limestone flex-base, supply and install 6-inch and larger rip rap around new pile encasements, and an Additive Alternate No. 2, to supply additional 6-inch and larger rip rap and install under the bridge. It was decided to move forward with the most conservative approach, the Base Bid and Alternate No. 1.
