BACKGROUND

 

This cooperative agreement allows for the purchase of hardware, software, and management services to upgrade the City’s 9-1-1 system.  This agreement also provides for the implementation of a turnkey IP (Digital) Based Network to provide a geographically diverse and redundant network enabled 9-1-1 solution, routing services over a privately managed, highly secure network.  As technology moves forward this system will provide the City with the capability to accept and process pictures and videos sent to 9-1-1.

 

The City of Dallas utilizes AT&T Corporation to deliver and support the City’s current 9-1-1 system. This upgrade will complete the City’s transition to a Next Generation 9-1-1 System and is built on a broadband, highspeed data network that is designed to share emergency related data between public safety call-takers. The updated system will also allow for multiple 9-1-1 centers to be joined together and share resources to service a broader area.  This upgraded solution provides multi-layered network security through encryption, firewalls, and other intrusion-detection and prevention to minimize disruptions and enhance reliability.

 

The Department of Information and Technology Services will implement the solution and associated planning in three parts:

 

1.                      Implementation and Training: Implement the solution and train end users including call-takers, dispatchers, technicians, supervisors, and managers (both sworn and non-sworn personnel), first responders, and technology personnel

2.                     Geographic Information System Data Development: Integrate sophisticated mapping to provide first responders with more precise location information throughout the response area by mapping out the entire city. In addition, critical infrastructure will also be mapped out to provide precise locations within a building during an emergency

3.                     Overflow Mapping: Allow additional redundancies during times of high call volumes by mapping the city into quadrants, for calls to be answered by the closest jurisdiction

 

The Department of Information Resources cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On January 8, 2020, City Council authorized the acceptance of a grant from the U.S. Departments of Commerce and Transportation through the State of Texas Commission on State Emergency Communications for the Federal 911 Grant Program (Grant No. 20C-0031-Dallas ECD/Federal ID No. 69N37619300000911 TX0, CFDA No. 20.615) to implement the Next Generation 9-1-1 System for the period from execution date through March 31, 2022, by Resolution No. 20-0130.
