Authorize a five-year service price agreement for maintenance and support of the City’s existing record management and field base reporting system for the Department of Information and Technology Services - Intergraph Corporation dba Hexagon Safety & Infrastructure, sole source - Estimated amount of $5,579,891.76 - Financing: Data Services Fund

BACKGROUND
This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This service price agreement will provide maintenance and support for the City’s existing record management system and field base reporting system, which is utilized by public safety personnel. Maintenance and support include upgrades to current releases of software, patches, annual training, hardware support, and 24-hour technical support. This service price agreement will also include the option to migrate from the current client-based to a web-based version of the system.
The system allows the City to collect and share crime data with not only Dallas County, but also State and Federal agencies. Some key benefits include:
• Digital images, audio files, and video files to be attached to investigation records
• Robust evidence management tracking
• Crime statistics reports
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The current calculated living wage during the solicitation process of this contract is $12.38; the selected vendor meets this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 23, 2016, City Council authorized a five-year service contract for maintenance, support and upgrades of the City's existing Record Management and Field Base Reporting System with Intergraph Corporation by Resolution No. 16-0417.
