BACKGROUND

 

The Walcrest Pump Station and reservoir located at the northeast corner of Hillcrest Road and Walnut Hill Lane was placed in service in 1954 and has reached the end of its useful life. The original scope of services awarded to Nathan D. Maier Consulting Engineers, Inc. (NDM, Inc.) included the design of a new pump station and the evaluation of the existing reservoir. Results of the reservoir’s evaluation determined that it did not meet regulatory requirements and it would be most economical to replace the reservoir. Supplemental Agreement No. 1 was awarded for the preliminary design of a new reservoir and Supplemental Agreement No. 2 was awarded for the final design and engineering services to meet regulatory and zoning requirements. Supplemental Agreement No. 3 was awarded for the final landscaping design and additional paving and drainage improvements that incorporated feedback from neighborhood and homeowner association groups. Supplemental Agreement No. 4 was awarded to provide additional construction phase services to ensure that improvements to the pump station and reservoir were properly implemented and operate in the manner intended by the design.

 

This action will authorize Supplemental Agreement No. 5 to provide additional construction phase services for start-up and operations assistance to bring the new pump station and reservoir on-line, including piping and pumping betterments to improve efficiency and operation. NDM, Inc. will continue to provide support, assisting Water Facilities Project Management and Pumping Operations with knowledge and expertise during the critical and final facility start-up and equipment monitoring phases. NDM, Inc. will also provide oversight and guidance for the upcoming landscaping and site improvements contract that was recently awarded and is the last phase of work at the Walcrest site.

 

Authorizing the additional services will limit non-conforming work, schedule delays, and impacts to the water delivery system.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On March 25, 2009, City Council authorized a professional services contract with Nathan D. Maier Consulting Engineers, Inc. to provide engineering services for design improvements to the Walcrest Pump Station by Resolution No. 09-0842.

 

On June 13, 2012, City Council authorized Supplemental Agreement No. 1 to the professional services contract with Nathan D. Maier Consulting Engineers, Inc. to provide additional engineering services for design improvements to the Walcrest Pump Station by Resolution No. 12-1559.

 

On January 28, 2015, City Council authorized Supplemental Agreement No. 2 to the engineering services contract with Nathan D. Maier Consulting Engineers, Inc. for additional engineering design services related to improvements to the Walcrest Pump Station and reservoir by Resolution No. 15-0193.

 

On February 28, 2018, City Council authorized Supplemental Agreement No. 3 to the professional services contract with Nathan D. Maier Consulting Engineers, Inc. to provide additional engineering and construction phase services for the Walcrest Pump Station project by Resolution No. 18-0380.

 

On June 26, 2019, City Council authorized Supplemental Agreement No. 4 to the professional services contract with Nathan D. Maier Consulting Engineers, Inc. to provide additional construction phase services for the Walcrest Pump Station by Resolution No. 19-1039.
