BACKGROUND

 

The Walcrest Pump Station and Reservoir located at the northeast corner of Hillcrest Road and Walnut Hill Lane was constructed in 1954.  The original facility had a pumping capacity of 85 million gallons per day (MGD) and potable water storage capacity of 20 million gallons.  Due to the age of the facility, improvements are needed to address aging infrastructure as well as operational and regulatory deficiencies.

 

On September 22, 2015, City Council authorized a construction services contract with Webber, LLC for improvements to the Walcrest Pump Station and Reservoir.  The improvements include the demolition of the existing pump station and construction of a new 85 MGD pump station.  The new pump station will incorporate more efficient technology and provide greater reliability for the water distribution system. The work also includes the construction of two 10-million-gallon storage reservoirs to replace the existing 20-million-gallon reservoir.  The individual reservoir cells will increase flexibility and reduce maintenance costs.

 

On August 23, 2017, City Council authorized Change Order No. 1 to the construction services contract for additional work identified during construction. The additional work included underground excavation to remove and replace unsuitable material to provide a more stable foundation for the reservoir, upgrades to the pump station’s control network to meet updated security requirements, and valve improvements to keep the existing pump station in service during construction.

 

 

 

 

On June 26, 2019, City Council authorized Change Order No. 2 to the construction services contract with Webber, LLC.  The additional work included a secondary power supply feed from Oncor required by the Texas Commission on Environmental Quality, underground modifications to avoid utility conflicts, electrical revisions to accommodate entrance changes and power metering, additional manholes for valve access, and additional paving and drainage improvements.

 

On November 19, 2019, Administrative Action No. 19-1465 authorized Change Order No. 3 for the extension of project milestones and final completion of the contract, with zero cost, having no effect on the contract amount.  The extension was necessary to complete additional work identified during construction that was beyond the scope of the original contract.

 

This action will authorize the final change order for the installation of flow straightening devices to improve pump performance, re-grading modifications around the reservoir for final site restoration and landscaping, application of a waterproofing material to two reservoir walls at the overflow chamber to seal and prevent cross contamination, and installation of a handrail at the pump station to provide safer access to the building.  These additional items address unforeseen site conditions and conflicts identified during construction and implement minor betterments to improve the performance and safety of the facilities.

On September 22, 2015, City Council authorized a contract with Webber, LLC for the construction of improvements to the Walcrest Pump Station and reservoir by Resolution No. 15-1782.

 

On August 23, 2017, City Council authorized Change Order No. 1 to the construction services contract with Webber, LLC for additional work associated with the improvements to the Walcrest Pump Station and reservoir by Resolution No. 17-1331.

 

On June 26, 2019, City Council authorized Change Order No. 2 with Webber, LLC for additional work associated with the improvements to the Walcrest Pump Station and reservoir by Resolution No. 19-731.
