BACKGROUND

The existing Master Agreement with the Dallas County governing transportation Major Capital Improvement Program (MCIP) will expire on August 2, 2021. Before the existing agreement expires and in order to move forward with any future projects under the MCIP, Dallas County requires the City to execute a new Master Agreement. This action will authorize a new ten-year Master Agreement.

In early 2000, the Dallas County Commissioners Court replaced its traditional bond-financing approach to funding infrastructure improvements with a programmed MCIP and requested all local governments in the County execute a master agreement for future transportation improvements jointly funded and developed by the County and the City.

This is the third Master Agreement between the City of Dallas and Dallas County. The first was executed on April 24, 2001 and the second one was approved by City Council on April 13, 2011.

The Master Agreement contains contract standards generally agreeable to all cities and counties such as termination clauses, amendments, utilities, maintenance, and responsibilities of the parties. Individual project needs are addressed as Project Specific Agreement's (PSA's) to the Master Agreement. This has streamlined the process, expedited agreement execution, and saved administrative time on the part of Dallas County and the City.
