BACKGROUND
Wiss, Janney, Elstner Associates, Inc. which is located in Northbrook, Illinois, has an office at 6363 North Highway 161, Suite 550, Irving, Texas 75038.
On September 23, 2020, City Council authorized an engineering services contract with Wiss, Janney, Elstner Associates, Inc. to develop a Bridge Management Program in support of the Infrastructure Management Plan and to provide design and construction services on minor bridge repair projects in an amount not to exceed $226,611.00, by Resolution No. 20-1406.
On November 9, 2021, Administrative Action No. 20-6214 authorized Supplemental Agreement No. 1 to the engineering services contract with WJE for emergency design services on Belt Line Bridge.
This action will ratify Supplemental Agreement No. 2 to the engineering services contract with Wiss, Janney, Elstner, Associates, Inc. to inspect and prepare plans, specifications and estimates for the emergency repairs of the Fitzhugh Bridge south of Fair Park, TxDOT Bridge 18-057-09F4-60-011.
The City was made aware of the need for these repairs through an inspection of the bridge. The inspection noted areas of rust and deterioration on steel girder number 6 near its connection point. After additional inspections and bridge modeling, the traffic lane over girder 6 was and remains closed until repairs can be made to safely open this lane to traffic. This supplemental agreement is an emergency procurement for design to reimburse Wiss, Janney, Elstner, Associates, Inc. for additional inspections and design needed on Fitzhugh Bridge. An emergency construction procurement is currently being developed and will be brought to council as soon as possible.
Wiss, Janney, Elstner Associates, Inc. was selected as the most qualified proposer of the six proposers as a result of a qualifications-based selection process in accordance with the City of Dallas Procurement guidelines.
