title

Authorize the reprogramming of 2017 Bond Funds in an amount not to exceed $795,000.00 from the Illinois Avenue from Orial Avenue to Brookhaven Drive Street Resurfacing Project (PB17V765) to reconstructing the Alley between Brook Valley Lane and Town Creek Drive from Glen Oaks Boulevard to Oak Trail, and to resurfacing the 2400 to 2700 blocks of South Ewing Avenue - Financing: This item has no cost consideration to the City (see Fiscal Information for potential future costs)

body

BACKGROUND

On November 7, 2017, the City of Dallas voters approved 10 bond propositions for public purposes totaling $1,050,000.00.  Each proposition consisted of individual projects to be funded and completed over a five-year period. Proposition A, Streets and Transportation, accounted for $533,980,000.00.

It is City of Dallas desire to substantially complete the Bond funded projects within a five-year period.  The 2017 Bond Program includes $795,000.00 for the Street Resurfacing of Illinois Avenue from Orial Avenue to Brookhaven Drive (PB17V765).  However, the project has been cancelled due to a conflict with the Texas Department of Transportation’s (TxDOT) Southern Gateway Project.

There is a need to reconstruct the Alley between Brook Valley Lane and Town Creek Drive from Glen Oaks Boulevard to Oak Trail, and to resurface the 2400 to 2700 blocks of South Ewing Avenue.  Therefore, as requested by Council District 4, the Department of Public Works (PBW) prepared cost estimates of $410,000.00 to reconstruct the Brook Valley Lane alley project, and $421,000.00 to resurface the 2400 to 2700 blocks of South Ewing Avenue.  Although the cost to these two project totals $831,000.00, PBW will absorb the balance of $36,000.00 as part of its operating budget.

This action will authorize the City Manager or his designee to reprogram $795,000.00 from PB17V765 to complete reconstructing the Alley between Brook Valley Lane and Town Creek Drive from Glen Oaks Boulevard to Oak Trail, and to resurfacing the 2400 to 2700 blocks of South Ewing Avenue.  The original project, which address the Illinois Resurfacing Project, will be cancelled.
