In August 2020, the City of Dallas released a Request for Qualifications (RFQ) for engineering services for traffic engineering and intelligent transportation systems (ITS) services.

A three-member committee from the following departments reviewed and evaluated the proposals:

  • Department of Transportation                     (2)
  • Department of Public Works                     (1)
  •
  • The successful proposer was selected by the committee on the basis of demonstrated competence and qualifications under the following criteria:
  •
  • Experience and Capability                                                               35 points
  • Responsiveness and Qualifications                                                               30 points

As part of the solicitation process and in an effort to increase competition, Office of Procurement Services (POM) used its procurement system to send out 1,619 email bid notifications to vendors registered under respective commodities. To further increase competition, POM used historical solicitation information, the internet, and vendor contact information obtained from user departments to contact additional vendors by phone.  Additionally, in an effort to secure more bids, notifications were sent by the POM’s ResourceLINK Team to 25 chambers of commerce, the DFW Minority Business Council and the Women’s Business Council - Southwest, to ensure maximum vendor outreach.
