BACKGROUND
This action will authorize the design of traffic signals at four intersections. Specifically, this action authorizes a design services contract with BGE, Inc., for the design of four intersections and other related tasks funded through the Federal Highway Administration (FWHA) Reimbursement Program ($268,900.00).
The following signals in the FHWA Reimbursement Program will be designed with this contract:

Forest Lane at Shepard Road/TI Entrance 1 10
Royal Lane at Boedecker Street/St Michaels Drive 11
Edgemere Road at Royal Lane 11, 13
Park Lane at Webb Chapel Road 6
In August 2020, the City of Dallas released a Request for Qualifications (RFQ) for engineering services for traffic engineering and intelligent transportation systems (ITS) services.
A three-member committee from the following departments reviewed and evaluated the proposals:

- The successful proposer was selected by the committee on the basis of demonstrated competence and qualifications under the following criteria:

- Experience and Capability 35 points
- Responsiveness and Qualifications 30 points
- Business Inclusion & Development Policy 15 points
- Quality Assurance and Control 10 points
- Current Projects and Litigations 10 points
As part of the solicitation process and in an effort to increase competition, Office of Procurement Services (POM) used its procurement system to send out 1619 email bid notifications to vendors registered under respective commodities. To further increase competition, POM used historical solicitation information, the internet, and vendor contact information obtained from user departments to contact additional vendors by phone. Additionally, in an effort to secure more bids, notifications were sent by the POM’s ResourceLINK Team to 25 chambers of commerce, the DFW Minority Business Council and the Women’s Business Council - Southwest, to ensure maximum vendor outreach.
