BACKGROUND

 

This agreement will provide for access to a criminal investigation database managed by the Department of Information and Technology Services for the Police Department and the Fire-Rescue Department. The ability to perform Criminal Justice Information Systems (CJIS) records checks is a necessity by multiple divisions of the Police Department as well as by the Fire-Rescue Department.  The database allows access to files such as warrants, stolen vehicles, Computerized Criminal Histories, vehicle registration, Vehicle Identification Number, stolen guns, and other property. This database was developed and is solely supported by Sam Houston State University.

 

The Interlocal Agreement with Sam Houston State University is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On August 8, 2018, City Council authorized an Interlocal Agreement with Sam Houston State University; and a three-year service contract for a software subscription to the Criminal Research Information Management and Evaluation System through an interlocal agreement with Sam Houston State University by Resolution No. 18-1045.
