Authorize a professional services contract with TEAM Consultants, Inc. for construction materials testing and inspection services for the Trinity Forest Spine Trail North Phase I located from the Santa Fe Trail to Samuel Boulevard - Not to exceed $63,246.50 - Financing: Park and Recreation Facilities (B) Fund (2017 General Obligation Bond Fund)

BACKGROUND
This action will authorize a professional services contract with TEAM Consultants, Inc. (TEAM) for construction materials testing and inspection services on Trinity Forest Spine Trail North Phase I, in an amount not to exceed $63,246.50. TEAM was selected as the most qualified consultant for this project. Materials testing will include soil compaction and concrete strength tests and inspections will include concrete steel reinforcement and welding.
If the contract for the construction of Trinity Forest Spine Trail North Phase I is approved, this contract is needed to provide the specification required materials testing and inspection services to ensure that elements of the trail are being built per the construction documents which will assist in ensuring the longevity of the applicable components.
TEAM is a Dallas-based firm. All five employees that will be assigned to this project are residents of the city of Dallas. TEAM has one Arlington, Texas based M/WBE subconsultant with two Dallas residents assigned to this project.
A contract for the construction of for the Trinity Forest Spine Trail North Phase I located from the Santa Fe Trail to Samuel Boulevard with North Rock Construction, LLC was considered by separate action on the Park and Recreation Board agenda on May 6, 2021.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 10, 2019, the Park and Recreation Board authorized a Development and Funding Agreement with the Circuit Trail Conservancy for design development documents for The LOOP.
On February 27, 2019, City Council authorized a Development and Funding Agreement with the Circuit Trail Conservancy for design development documents for The LOOP by Resolution No. 19-0340.
On January 10, 2019, the Park and Recreation Board, Planning and Design Committee was briefed on the Circuit Loop Trail.
On October 15, 2020, the Park and Recreation Board was briefed on Trinity Forest Spine Trail North Phase I.
On May 20, 2021, the Park and Recreation Board authorized a professional services contract with TEAM Consultants, Inc. for construction materials testing and inspection services for the Trinity Forest Spine Trail North Phase I located from the Santa Fe Trail to Samuel Boulevard.
