Authorize final adoption of the FY 2021-22 HUD Consolidated Plan Budget for U.S. Department of Housing and Urban Development Grant Funds in an estimated amount of $31,218,434 for the following programs and estimated amounts: (a) Community Development Block Grant in the amount of $15,086,728; (b) HOME Investment Partnerships Program in the amount of $5,897,968; (c) Emergency Solutions Grant in the amount of $1,290,230; (d) Housing Opportunities for Persons with AIDS in the amount of $7,943,508; and (e) estimated Program Income in the amount of $1,000,000 - Financing: No cost consideration to the City (see Fiscal Information)

BACKGROUND
The City of Dallas receives four formula grants each year from the U.S. Department of Housing and Urban Development (HUD) that make up the Consolidated Plan: Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). The purpose of CDBG is to develop viable urban communities by providing decent housing and a suitable living environment and expanding economic opportunities. HOME funds provide, develop, support, produce, and expand the supply of decent and affordable housing. ESG funds help to prevent homelessness and assist individuals and families who are already experiencing homelessness. HOPWA funds provide housing and supportive services to individuals with AIDS, persons who are HIV positive, and their family members.
The Community Development Commission (CDC), a resident advisory board appointed by the City Council, conducted nine public meetings along with City staff. These meetings provided the public opportunities to participate in identifying community needs and provide input on potential uses of HUD Grant Funds.

In response to the COVID-19 pandemic, HUD issued a waiver that allows grantees to conduct virtual meetings using an online platform in lieu of in-person public meetings to fulfill the public hearing requirements under HUD regulations and the City’s Citizen Participation Plan. The waiver applies if national or local public health authorities recommend limiting public gatherings to reduce the spread of COVID-19, which continues to be the case.
On March 4, 2021, staff presented the City Manager’s Proposed FY 2021-22 HUD Consolidated Plan Budget to the CDC, and CDC Committees met in March to review the proposed budget.
On March 24, 2021, City Council approved a $4.3 million reduction in the prior year FY 2020-21 HOME grant budget from $6,000,883 to $1,698,539 to close the HUD audit.
On April 1, 2021, the CDC approved the City Manager’s proposed budget with no amendments.
On April 21, 2021, staff briefed City Council on the City Manager’s Proposed FY 2021-22 HUD Consolidated Plan Budget and the CDC's recommendation. During the April 21 briefing, Council members were invited to submit amendments to the Proposed FY 2021-22 Consolidated Plan Budget.
On April 28, 2021, City Council authorized preliminary adoption of the Proposed FY 2021-22 HUD Consolidated Plan Budget and a public hearing. These budgets will have been made available for public review and comment from April 29, 2021 through June 8, 2021.
On May 5, 2021, staff briefed City Council on the HUD Consolidated Plan Budget for FY 2021-22: City Council Amendments. City Council proposed no amendments.
The FY 2021-22 CDBG Annual Budget does not include reprogramming funds. Reprogramming funds were accelerated on February 24, 2021, to expedite deployment of those funds for eligible activities.
By letter dated May 13, 2021, HUD notified the City of Dallas of an increase in the CDBG award in the amount of $219,093, from $14,867,635 to $15,086,728. The increase was allocated to the Home Improvement and Preservation Program (HIPP).
On May 26, 2021, in accordance with the HUD waiver discussed above and based on local and national public health authority guidance, the City conducted a public hearing virtually using an online platform.
This action authorizes final adoption of the FY 2021-22 HUD Consolidated Plan Budget.

On March 4, 2021, the CDC was briefed on the City Manager’s Proposed FY 2021-22 HUD Consolidated Plan Budget and CDC Committees met to review the proposed budget.
On April 1, 2021, the CDC approved the City Manager’s proposed budget with no amendments.
City Council was briefed on the “Proposed FY 2021-22 HUD Consolidated Plan Budget and the CDC’s recommendation” on April 21, 2021.
On April 28, 2021, City Council authorized preliminary adoption of the Proposed FY 2021-22 HUD Consolidated Plan Budget and authorized a public hearing to receive comments on the proposed use of funds by Resolution No. 21-0674.
City Council was briefed on the “HUD Consolidated Plan Budget for FY 2021-22: City Council Amendments,” with no proposed amendments on May 5, 2021.

On May 26, 2021, City Council conducted a public hearing on the Proposed FY 2021-22 HUD Consolidated Plan Budget by Resolution No. 21-0945.
