BACKGROUND

The contracts will provide for emergency shelter services for the homeless. Grant funding for these contracts will provide programming to support the homeless response system by improving the number and quality of emergency shelters for homeless individuals and families. Additionally, these contracts will assist organizations in operating homeless shelters, and provide essential services to shelter residents. This program may also provide funds to provide emergency shelter services during inclement weather.

A five-member committee from the following departments reviewed and evaluated the qualifications:

* Budget and Management Services (1)
* Department of Housing & Neighborhood Revitalization (2)
* Department of Information and Technology Services (1)
* Office of Community Care (1)

The committee selected the successful respondents on the basis of demonstrated competence and qualifications under the following criteria:

* Experience 35 points
* Approach and methodology 35 points
* Financial capacity 25 points
