Authorize the (1) acceptance of a grant from the U.S. Department of Transportation - Federal Highway Administration Congestion Mitigation and Air Quality Improvement Program (Grant No. 693JJ21930000Z400TX2020420, CFDA No. 20.205) through North Central Texas Council of Governments’ Traffic Incident Management Program, in the amount of $108,500.00 to purchase Portable Hand-held Radios and Led Active Lighting Reflective Safety Vests for the period of date of final execution through June 30, 2022; (2) establishment of appropriations in an amount not to exceed $108,500.00 in FHWA-NCTOG Traffic Incident Management Program Fund; (3) receipt and deposit of funds in an amount not to exceed $108,500.00 in the FHWA-NCTOG’s Traffic Incident Management Program Fund; and (4) execution of the grant subrecipient agreement and assurance and all terms, conditions, and documents required by the agreement - Not to exceed $108,500.00 - Financing: U.S. Department of Transportation Grant Funds

BACKGROUND
North Central Texas Council of Governments (NCTCOG) and the Texas Department of Transportation (TxDOT) executed an Agreement on August 29, 2019, for two million, seven hundred thirty-seven thousand, nine hundred ninety-nine dollars ($2,737,999.00) to support Traffic Incident Management activities. The Regional Transportation Council (RTC) approved the criteria for the competitive selection of participants in the Incident Management Equipment Purchase Call for Projects.
In February 2020, City of Dallas responded to NCTCOG’s call to participate in a competitive selection for Incident Management Equipment Purchase for the purchase.
On July 23, 2020, the NCTCOG Executive Board in its capacity as the RTC’s fiduciary agent, authorized NCTCOG to enter into agreements with the City of Dallas as part of the Traffic Incident Management Program.
The City of Dallas will use Federal Highway Administration (FHWA) funds to purchase 20 Portable Hand-held Radios and 550 Led Active Lighting Reflective Safety Vests for communication and safety of fire fighters on the highways.
