Authorize a construction services contract for the installation of water and wastewater main improvements at 18 locations (list attached to the Agenda Information Sheet) Estrada Concrete Company, LLC, lowest responsible bidder of six - Not to exceed $9,001,454.00 - Financing: Wastewater (Clean Water) - TWDB 2019 Fund ($3,004,836.00), Water (Drinking Water) - TWDB 2019 Fund ($2,807,969.00), Equity Revitalization Capital Fund ($1,408,963.42), Wastewater Capital Improvement E Fund ($821,873.00), Street and Alley Improvement Fund ($449,074.00), and ECO (I) Fund (2017 General Obligation Bond Funds) ($508,738.58)

BACKGROUND
This action will authorize a construction services contract with Estrada Concrete Company, LLC for approximately 37,240 feet of water and wastewater mains. This includes the installation of approximately 10 feet of 4-inch, 2,280 feet of 6-inch, 8,640 feet of 8-inch, 80 feet of 12-inch, and 110 feet of 16-inch water mains, and the installation of approximately 600 feet of 6-inch,18,090 feet of 8-inch, 880 feet of 10-inch, 20 feet of 12-inch, 1,320 feet of 15-inch, 1,390 feet of 18-inch, and 3,820 feet of 21-inch wastewater mains.
The existing water and wastewater mains were built between 1925 and 1982. These mains are contributing to an increase in maintenance costs, as well as service interruptions. The installation of the proposed segments will improve the capacity of the water and wastewater systems and reduce maintenance costs.
The construction contract includes water and wastewater infrastructure improvements in the University Hills area bounded by University Hills Boulevard, Camp Wisdom Road, Lancaster Road and Wheatland Road. This inc...
