BACKGROUND

 

The East Side Water Treatment Plant (ESWTP) was originally constructed in the 1960s and is the largest of three water treatment plants serving customers of the City of Dallas Water Utilities Department (DWU) with a treatment capacity of 440 million gallons per day.  The most recent construction improvement projects at the plant have implemented process modifications recommended by a DWU Water Quality Study to increase the chemical and biological stability of the finished water.

 

The Water Quality Study also recommended improvements to the handling of residuals which are a normal byproduct of the water treatment process.  These recommended improvements will be designed and constructed in phases at the ESWTP.  Once completed, they will allow for the separation of residual streams and will improve the quality of water recycled in the plant.  In turn, this will improve the efficiency of the treatment process and allow for a more continuous and consistent residual handling operation.  Since the early 1990s, ESWTP has primarily used a system of five on-site lagoons for residual management.  The existing lagoons are nearing their ultimate capacity and the construction of new residual handling facilities will extend their useful life and provide flexibility in the future operational use of the lagoons.

 

This action will authorize construction of the first phase of new residual handling facilities at the ESWTP.  Improvements in the first phase include the construction of two new lagoons, a permanent structural concrete pad for dewatering of residuals removed from the lagoons, the repurposing of an existing facility as a temporary residuals pump station and associated civil and mechanical improvements to connect the new lagoon system.  The project also includes plant drain modifications for implementation of the recommended separation of residual streams, fencing around the new facilities, permanent slope repairs and regrading around the existing lagoons, and the installation of permanent slope protection in the area of the repairs.  Future phases will be implemented based on priorities that are being developed as part of an on-going water production strategic plan.
