Authorize a professional services contract with Burgess & Niple, Inc. for the engineering design services of Frankford Road from Texas State Highway 289 (Preston Road) to Coit Road - Not to exceed $495,585.00 - Financing: Street and Transportation (A) Fund (2017 General Obligation Bond Funds)

BACKGROUND
This project was selected as part of the 2019/2020 Collin County Call for City Projects and is a partnership project between the City of Dallas and Collin County for transportation-related maintenance, repairs, and improvements.
The City of Dallas is the lead agency responsible for administering design and construction of the project. The City shall arrange to design and construct the project.
The Request for Qualifications (CIZ1942) was issued on August 26, 2020 for Street and Transportation Design Services for Special Projects. The consulting firm, Burgess & Niple, Inc., was selected following a qualifications-based selection process in accordance with the City of Dallas procurement guidelines.
This action will authorize a professional services contract with Burgess & Niple, Inc. for the engineering design services of Frankford Road from Texas State Highway 289 (Preston Road) to Coit Road. The project includes base repair and asphalt overlay, curb and gutter replacement where needed, pavement markings, traffic sign replacement, and upgrading the traffic signals at the intersections of Frankford Road at Davenport Road, Hillcrest Road, Meandering Way, Preston Ridge Trail and Osage Plaza Parkway. Also, pedestrian improvements such as sidewalks, driveway approaches, barrier free ramps, crosswalk enhancements, streetlights, benches, trash receptacles, bike racks, and other minor landscaping will be part of the project scope.
