Authorize Supplemental Agreement No. 2 to the professional services contract with Urban Engineers Group, Inc. to provide additional design services associated with the new alignment of the existing Coombs Creek Trail to the southeast corner of Interstate Highway 30 (IH 30) and North Beckley Avenue and design of a trail connection structure to the existing pedestrian/bike trail facility built as part of the IH 30 Horseshoe Design-Build Project for the Coombs Creek Trail Extension Project - Not to exceed $289,221.21, from $621,048.00 to $910,269.21 - Financing: Street and Transportation (A) Fund (2017 General Obligation Bond Funds)

BACKGROUND
The Coombs Creek Trail Extension Project is a partnership project between the City of Dallas and Dallas County to extend the existing Coombs Creek Trail to the Margaret McDermott Bridge and Trinity River Trail. The City of Dallas is the lead/implementing agency to administer the design and construction of this project.
The new alignment of the existing Coombs Creek Trail Extension Project includes a 12-foot-wide trail that extends from the existing Coombs Creek Trail, crosses Coombs Creek with a pedestrian bridge, continues along Coombs Creek levee, and then turns east to cross Beckley Avenue at a HAWK traffic signal. The trail will continue to follow Beckley Avenue by widening the existing sidewalk to the north and then connect to the Margaret McDermott Hike and Bike Bridge and Trinity River Trail.
On April 25, 2018, City Council authorized a design contract to Urban Engineers Group, Inc. by Resolution No. 18-0600, and the consultant has completed 60 percent of the design. Based on the discussions with the United States Army Corps of Engineers (USACE), USACE requires a Section 408 Permit to allow additional fill material on the levee for the trail design and construction. In addition, a hydraulic analysis for the proposed cut/fill and grading impact is also needed, per City design criteria.
On January 23, 2019, City Council authorized Supplemental Agreement No. 1 to the professional services contract with Urban Engineers Group, Inc. to provide additional design services including Hydraulic Analysis and a Section 408 Permit application for the Coombs Trail Extension project by Resolution No. 19-0172.
This action will authorize Supplemental Agreement No. 2 to the professional services contract with Urban Engineers Group, Inc. to provide additional design services including the hydraulic analysis and Section 408 Permit revisions, a pedestrian bridge across Coombs Creek, and a HAWK traffic signal across Beckley Avenue.
Urban Engineers Group, Inc. is a Dallas-based company, operating within the corporate city limits of Dallas, Texas.

On January 23, 2019, City Council authorized Supplemental Agreement No.1 to the professional services contract with Urban Engineers Group, Inc. to provide additional design services including Hydraulic Analysis and a Section 408 Permit application for the Coombs Trail Extension Project by Resolution No. 19-0172.
