BACKGROUND
This action will authorize an Interlocal Agreement with Collin County for funding participation for thoroughfare improvements to Frankford Road from State Highway 289 (Preston Road) to Coit Road. This project was selected as part of the 2019/2020 Collin County Call for City Projects and is a partnership project between the City of Dallas and Collin County for transportation-related maintenance, repairs, and improvements. The City of Dallas is the lead agency responsible for administering design and construction of the project.
The project will consist of reconstructing Frankford Road (a six-lane-divided arterial) from State Highway 289 (Preston Road) to Coit Road by performing base repair and asphalt overlay, curb and gutter replacement where needed, pavement markings, and traffic sign replacement, and upgrading the traffic signals at the intersections of Frankford Road at Davenport Road, Hillcrest Road, Meandering Way, Preston Ridge Trail and Osage Plaza Parkway. Also, pedestrian improvements such as sidewalks, driveway approaches, barrier-free-ramps, crosswalk enhancements, streetlights, benches, trash receptacles, bike racks, and other minor landscaping and irrigation improvements will be included as part of the project scope.
The total estimated project cost for design is $495,585.00. Estimated construction cost is $6,617,705.00, of which $2,677,326.00 is to be funded by Collin County, and the remaining cost is to be funded by the City of Dallas.
