BACKGROUND

 

On September 12, 2018, City Council authorized a construction services contract for the installation of a 36-inch diameter water transmission main in Pacific Avenue from Ervay Street to Pearl Expressway by Resolution No. 18-1283.

 

During construction, unknown utilities were encountered at tunnel shaft locations that could not be moved.  The engineer evaluated the conflicts and determined that a change in tunnel alignment and grade was necessary to complete the work, by changing the shaft locations and configuration.  Two of the tunnel shaft changes had impacts that could not be reasonably accounted for at the time of bid. One pit moved further into traffic and required off duty officers to direct peak traffic, meter bags, and additional traffic control, while another required specialized construction methods and materials.  The contractor has provided an acceptable proposal for these changes, which will allow the project to be completed while affording more protection to adjacent property and minimizing traffic flow impacts for the duration of the work.

 

The 36-inch diameter water main has been completed and the remaining work includes associated pipeline connections, fire hydrants, and appurtenances.  Completion of the remaining work will allow services to be transferred and will provide service improvement for the downtown area.  In addition, the new water main will be more accessible for future maintenance, and increase hydraulic capacity and system flexibility, consistent with planning recommendations.

 

 

 

This action will authorize Change Order No. 1 to the construction services contract with S. J. Louis Construction of Texas, Ltd., for the implementation of additional traffic control, including off duty officers for peak traffic hours, and a change in construction materials and tunneling methods to address unforeseen site conditions and utility conflicts.
