Authorize a five-year service price agreement for feral hog control and abatement services on City owned properties - Striker Outfitters, LLC, most advantageous proposer of two - Estimated amount of $693,125 - Financing: General Fund ($160,425), Stormwater Drainage Management Fund ($217,100), Dallas Water Utilities Fund ($207,900), and Sanitation Operation Fund ($107,700)

BACKGROUND
This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement. We anticipate the following departments will utilize this agreement:
• Department of Sanitation Services
• Park & Recreation Department
• Water Utilities Department
This service price agreement provides for the control and abatement of feral hogs from City property. Feral hogs pose a potential hazard to humans as they can carry diseases which can be transferred in the City's waterways. Feral hogs are currently present in the City's parks, golf courses, levee systems, and other areas causing damage to City and residential property. Additionally, feral hogs travel via creeks, rivers, and levee systems (flood plains) foraging for food and water sources.
The supplier and City representatives will initially determine areas of most feral hog activity and/or damage and concentrate abatement efforts in those locations. Traps will be set up, baited, and monitored for feral hog activity. The supplier will humanely trap and remove an entire group to aid in feral hog abatement. The traps will be removed and relocated or remain at the current site based on the strategic plan designed by the supplier and the City. Trapped feral hogs will be humanely removed to a United States Department of Agriculture inspected meat processing plant approved for “Slaughter - Exotic” for disposal, or a Texas Animal Health Commission approved feral swine holding facility.
A five-member committee from the following departments reviewed and evaluated the qualifications:
• Department of Sanitation Services (1)
• Parks & Recreation Department (1)
• Water Utilities Department (2)
• Office of Procurement Services (1)*
*The Office of Procurement Services only evaluated cost.
The committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:
• Overall approach and methodology 35 points
• Experience 30 points
• Cost 30 points
• Local Preference 5 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The current calculated living wage during the solicitation process of this contract is $12.38; the selected vendor meets this requirement.

On February 22, 2017, City Council authorized a three-year service contract for feral hog control and abatement from City property with Striker Outfitters, LLC by Resolution No. 17-0344.
