BACKGROUND

 

This project, initiated by the City of Dallas, is located at Bonnie View Road and Interstate Highway 20. It is an on-system project being constructed by the Texas Department of Transportation (TxDOT). It widens the bridge to add turn lanes, improves the approach, and replaces the traffic signal system.

 

On March 24, 2021, City Council authorized an Advance Funding Agreement (AFA) with TxDOT for this project by Resolution No. 21-0495.  State and federal funding approved for this project totaled $2,718,645.00 and the engineer’s cost estimate was $2,481,972.00. Although, this is a TxDOT project and because the City initiated the request for the project, the City had to agree to pay for cost overruns.

 

The project was let on May 6, 2021. Five bidders submitted their bids to TxDOT, with the low bidder being 33.8% over the engineer’s cost estimate resulting in a cost overrun in the amount of $527,505.50.  The bids were higher than the engineer’s estimate primarily due to the increased cost of steel and the more complex nature of traffic control required during construction.  With the overrun, the City’s total contribution to the project is approximately 16% of the project cost. 

 

TxDOT cannot proceed to finalize the award of contract and begin construction on this project until the cost overrun has been paid, as agreed, in the AFA.

 

 

This project was approved by the North Central Texas Council of Government’s Regional Transportation Council (RTC) in 2008, and this project is on the RTC’s “Milestone Policy” which means it is subject to losing funding unless it goes to construction this year.

 

If approved, this action will authorize $527,505.50 in funds to TxDOT for this project.

On March 24, 2021, City Council approved an Advance Funding Agreement between the City of Dallas and the Texas Department of Transportation (Agreement No. CSJ 2374-03-074, CFDA No. 20.205) for construction of improvements to the intersection of Interstate Highway 20 and Bonnie View Road including widening the bridge to add turn lanes, improving the approach, and replacing the traffic signal system by Resolution No. 21-0495. In this agreement, the City agreed to pay for the project’s cost overruns.
