BACKGROUND

 

This action will authorize a Project Specific Agreement (PSA) with Dallas County to designate terms for the assignment of the City as the lead agency for the construction of the Trinity Forest Spine Trail Project, establish the trail alignment (map), Dallas County (County) funding participation, and County attendance at meetings and inspection of construction of the planned approximately 8-mile Trinity Forest Spine Trail. Though this agreement covers the agreed to alignment of the entire trail, funding and construction is currently only for Phase I, approximately 4.25 miles from the Santa Fe Trail just north of Tenison Park Golf Course to Samuell Boulevard. In collaboration with the Circuit Trail Conservancy, the Circuit Trail finalized construction plans last year and the City put Phase I of the project out for competitive bid. The construction cost of Phase I of the project is approximately $5,735,687.08, of which $3,335,000.00 is to be funded by Dallas County, and the remaining cost is to be funded by the City of Dallas using 2017 General Obligation Bond Funds (subject to appropriations by separate action). The actual award of the construction contract is by separate action. Construction of the future Phase II of the project will be at such time that the City secures additional funding.

 

 

The Trinity Forest Spine Trail was identified in the Dallas Trail Network Master Plan as the primary link in southeast Dallas to the trail network. The Trinity Forest Spine Trail, when fully completed, will connect to the existing AT&T Trail. Additionally, the Trinity Forest Spine Trail will connect to the planned Five Mile Creek Trail, Trinity Forest Trail, and other trails in southern Dallas. The segment of the Trinity Forest Spine Trail currently under design will provide access to major public transportation, employment, residential areas, and a community park-Samuell-Grand Park.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On December 12, 2019, the Park and Recreation Board authorized a Project Funding Agreement with Dallas County, County Transportation Major Capital Improvement Projects 10233, for trail design of Phase I of the Trinity Forest Spine Trail.

 

On January 8, 2020, City Council authorized a Project Funding Agreement with Dallas County, County Transportation Major Capital Improvement Projects 10233, for trail design of Phase I of the Trinity Forest Spine Trail from the Santa Fe Trail just north of Tenison Park Golf Course to the Dallas Area Rapid Transit Lawnview Station located at 5900 Scyene Road by Resolution No. 20-0131.

 

On June 3, 2021, the Park and Recreation Board authorized a Project Specific Agreement with Dallas County, County Transportation Major Capital Improvement Projects 10233, for the purpose of: assignment of City as lead agency, establishment of trail alignment, Dallas County funding participation, and County attendance at meetings and inspection of construction of the Trinity Forest Spine Trail.
