Title
Authorize a two-year contract for financial empowerment centers and financial stability services for the Office of Community Care - CitySquare in the amount of $463,000.00 and International Rescue Committee, Inc. dba IRC in the amount of $723,596.90, most advantageous proposers of six - Total not to exceed $1,186,596.90 - Financing: General Fund (subject to annual appropriations)

BACKGROUND
This contract will provide for financial empowerment centers and financial stability services for the Office of Community Care. The service contract will provide opportunities to administer financial empowerment programming as part of a pilot Financial Empowerment Centers. The pilot program will offer integrated delivery of financial empowerment programs and other client services anchored in one-on-one financial coaching for all ages and across multi-generation households.
A five-member committee from the following departments reviewed and evaluated the qualifications:
• City Manager’s Office (2)
• Department of Housing and Neighborhood Revitalization (1)
• Office of Community Care (2)
The committee selected the successful respondents on the basis of demonstrated competence and qualifications under the following criteria:
• Program evaluation 45 points
• Organizational capacity 30 points
• Cost and budget 20 points
• Local Preference 5 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The current calculated living wage during the solicitation process of this contract is $12.38; the selected vendor meets this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 23, 2020, City Council authorized an enhancement of $1,250,000.00 to support Financial Empowerment Centers programming as of the FY21 budget authorization process by Resolution No. 20-1484.
The Workforce, Education and Equity Committee was briefed on the “Financial Empowerment Centers Planning and Update”, providing an overview of planned programming and solicitation on January 11, 2021.
On April 28, 2021, City Council authorized a Financial Empowerment Centers Planning Grant from Cities for Financial Empowerment, Inc. to accept funding and technical assistance related to Financial Empowerment Centers programming by Resolution No. 21-0694.
