BACKGROUND

 

The Cultural Organizations Program (COP) provides funding for cultural services with established Dallas-based non-profit cultural organizations to support an array of programs that include concerts, plays, exhibitions, performances, workshops, and other cultural services, including virtual cultural services, over a twelve-month period in line with the City’s fiscal year from October 1st to September 30th.

 

On June 24, 2020, City Council authorized the amended FY 2020-21 COP Guidelines due to COVID-19 impacts on planning for cultural events by Resolution No. 20-0991. The Office of Arts and Culture (OAC) reviewed proposals from cultural organizations and applied objective administrative scoring, in accordance with the amended City Council resolution. Proposals and scores were analyzed by the Allocations Committee of the Arts and Culture Advisory Commission. Taking into account equity, administrative scoring, and organization budget size the Allocations Committee met three times over the summer and developed a funding recommendation unanimously approved by this standing committee. This recommendation was subsequently unanimously approved by the full Arts and Culture Advisory Commission in August.

 

Pursuant to the Fair Park First Management Agreement, Fair Park First, as the procured nonprofit manager of Fair Park, has been responsible for funding, operating, and managing the Foundation for African-American Art (known as the African American Museum of Dallas) and the Dallas Historical Society (collectively, the “Organizations”), among other cultural resident institutions at Fair Park, in accordance with the Management Agreement and the City’s COP Guidelines. The Organizations followed all FY 2020-21 COP Guidelines, submitted applications in accordance with the City Council-approved schedules, and had funding levels recommended by the Arts and Cultural Advisory Commission. The Foundation for African-American Art was recommended for $72,660.00 in funding and the Dallas Historical Society was recommended for $36,435.00 in funding by the Arts and Culture Advisory Commission. Fair Park First failed to provide funding to the Organizations.

 

On June 9, 2021, City Council authorized an amendment to the Fair Park First Management Agreement. One of the clauses provides that the funding of the Organizations is now solely the responsibility and at the discretion of the City. Due to this, we are now seeking to amend the FY 2020-21 COP Guidelines to allow for funding outside of the normal funding period (October 1 to September 30). The contract term would start on or after the date City Council approved the amendments to the Fair Park First Management Agreement, June 9, 2021, and continue until September 30, 2021.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On February 26, 2020, City Council approved a resolution which authorized and established the Cultural Organizations Program within the Office of Arts and Culture to support cultural services in the City of Dallas and approved the program guidelines by Resolution No. 20-0327.

 

On June 24, 2020, City Council authorized the first amendment to the FY 2020-21 COP Guidelines, previously approved on February 26, 2020, by Resolution No. 20-0327, to modify the panel review, scoring, and selection criteria to be used in evaluating applications for cultural funds due to COVID-19 impacts on planning for cultural events by Resolution No. 20-0991.

 

On May 20, 2021, the Arts and Culture Advisory Commission approved a recommendation in support of a Fair Park Cultural Organizations amendment to the FY 2020-21 COP Guidelines, and in support of FY 2020-21 contract awards for the period June 9, 2021 through September 30, 2021, to the Foundation for African-American Art and the Dallas Historical Society.

 

On June 9, 2021, City Council authorized amendments to the Fair Park First Management Agreement, which, in part, returns the COP funding responsibilities for the Organizations to the City, subject to the COP Guidelines by Resolution No. 21-1017.
