BACKGROUND

In June 2006, Dallas Water Utilities initiated a two-part study to investigate water quality concerns and provide recommendations to improve water quality and stability. The study and requisite testing confirmed that the treated water chemically changes as it moves through the distribution system. The resulting Water Quality Report recommended the implementation of enhanced organic removal at all three water treatment plants including enhanced coagulation and biological filtration.

Black & Veatch Corporation was selected based on qualifications to perform engineering and design services at the East Side Water Treatment Plant for the implementation of recommended water quality improvements. The initial professional services contract was approved by City Council on June 23, 2010 and was anticipated to be supplemented as work progresses to ensure a targeted approach. Five previous Supplemental Agreements have been executed on this contract with the most recent on September 25, 2019.
